California’s SB 868 creates a statewide safety standard for plug-in solar, lets households use certified systems without a utility fee or permission, and takes effect January 1, 2027. Certified products are expected to reach shelves in the months after.
What Germany shows us
Germany’s registered plug-in solar systems doubled from about 500,000 in June 2024 to more than 1 million in June 2025 (BSW Solar). Counting unregistered systems, estimates of the true total run from about 3 to 4 million. When the product is simple, legal and easy to buy, growth is fast, and the constraint becomes the people who sell, distribute and support it.
